New President of the European Patent Office

On July 2, 2018, António Campinos took up office as President of the European Patent Office (EPO) for a five-year term.

Mr. Campinos, a Portuguese national, was elected by the Administrative Council of the European Patent Organisation in October 2017.

According to the EPO’s information, Mr. Campinos was, prior to his appointment as President of the EPO, Executive Director of the European Union Intellectual Property Office (EUIPO) and a former President of the Portuguese Institute of Industrial Property (INPI). Furthermore, he served as the Portuguese representative on the Administrative Council of the European Patent Organisation and the Administrative Board of the EUIPO for several years. Additionally, he was Chairman of the Working Group on Industrial Property at the Council of the European Union during the Portuguese Presidency (July to December 2007), Chairman of the Ad Hoc Working Group on the Legal Development of the Madrid System for the International Registration of Marks, and Head of the Portuguese Delegation at the World Intellectual Property Organization (WIPO) General Assemblies.

Since former EPO president Benoît Battistelli has encountered discontent with the EPO staff mainly due to his style of management, it is hoped that Mr. Campinos is able to renew the dialogue over working conditions and staff welfare and achieves a substantial change in EPO management-workforce relations. Mr. Campinos will also be forced to deal with rising criticism concerning the modifications to the incentive system for the examination of patent applications and the recent productivity increasing measures of the EPO.
